Richmond Mayor Dwight Jones is appointing Chapman asthe city’sw deputy chief administrative officer for economidc and community development, effectivs July 13, the Richmond Times-Dispatch newspaper reported He’ll oversee the Richmond departments of communityh and economic development as well as the office of minority business enterprise. Richmond is Virginia’s state capital. Chapman formerly was an economic developmentt adviser to Denver MayorJohn Hickenlooper. In June 2007, Seedc Denver was launched as a partnershio between the city andNew York-based Seedcp Financial Services, a national nonprofit lender with offices in five Chapman was named its leader.
It works to revitalized struggling Denver neighborhoods byusinhg block-grant funds and other public and nonprofit assetw to leverage private-capital building financing packages that help get projects off the grounsd in parts of the city that need housing and retail spending. Targeyt neighborhoods include Sun Valley, Lincoln Park, Montbello, Villa Five Points and Clayton as well as the corridoras ofColfax Avenue, Federal Boulevard and Brighton Boulevard. Projects backedd by Seedco include businesses, nonprofit and residential-retail such as Zocalo CommunityDevelopmeny Inc.
